 Just one week ago, I stayed in a newly opened hotel called Rama Khabu(the white goat),just 20 meters from Lhasa's only mosque in lhasa, about five minutes from Barkho area. It was very nice and reasonable price (200 Yper night for stadard room ). The hotel was just opened for business(actually, the hotel's bar& resturant section is still decorating). Tibet hotel style, wooden, not too much bright colore, staffs are friendly and speak very good England. I was told by one of staffs that the owner is Tibetan who lives in US.
Everybody should check out this hotel.

That must be a starred hotel. Do you have some pictures of it?
