Only five cities where you can take the direct flight to Lhasa. They are: Beijing, Chengdu, Xi'an, Hong Kong and Katmandu. According to the regulation, only the foreigner who has a organised tour can enter Tibet for a visit. That is to say, he/ she should has a concerned unit taking in, and has a confirmed itinerary. So you'd better ask help from a travel agent. Generally speaking, it would take about 5 working days to get the "permit". And it would be better to get it one week before your start.

I am hoping to travel by plane from Shanghai to Tibet; would this cause any problems? I know there won't be a direct flight, but I think it can still be arranged? Also, can I arrange for the tour group (leaving from Shanghai) and the permit before I go to Shanghai? Thanks for your help! |

If you book and join a tour, the agent would get the permit for you.
