Topic: Overfull wildanimals, protect or kill?

Ecological protection, especially of wild animals, is always attached with high importance in the virgin Tibet.
Perhaps you'll think this question is silly.
However, a problem that rise in the Qiangtang Nature Reserve in North Tibet makes us have to discuss this topic.

Since the seven years that the nature reserve is founded, the number of wild animals in the area has increased rapidly, some of which reached twice. The density and quantity of some of them are overfull. So they begin to compete for grassland with the feeding animals of herdsmen. With the decreasing of grassland, the loss of herdsmen is inevitable. However, thinking of the law they can do nothing to the wild animals, but let their own animals hungry to death. Besides, the wild animals even do damage to the safety and wealth of locals.

Facing this problem, what do you think the best way out?
