According to the latest news, Japan was the Largest Tourists Resource Country to China's Tibet in the year 2007.

From January to October, 2007, the number of the inbound tourists to Tibet reached 350,000, up by 150%. Among the total inbound tourists, there are 780,000 Japanese tourists, up by 520%.

Yeah, America used to be the first, if I don't remember wrong.
Japan is the nearest to China anyhow. And their population is larger. Lol
