Do i need a special permit to take a bus from lhasa to Kathmandu? Can I purchase a ticket if I am a foreighner. And how much is a total cost approximately?

You have to apply for a nepal visa in person at the consulate of Nepal in Lhasa. The visa fee is US$ 25 for a 15-day multiple entry visa; US$ 40 for a 30-day multiple entry visa.

While traveling by cqach from Kathmandu to Lhasa, is the enroute stay and meals included in the ticket?

usually they are not included, but i'm not very sure, you may ask the conductor. the ticket is about CNY 520.

it takes about 2 days. and the fare is still 70 U.S. Dollars.
