According to Tibet Tourism Bureau (TTB), from Jul.7,2007, the offices of TTB in hinterland of China cannot issue the permit, and the TTB is only legal issuing organization.
All the documents will be checked by the TTB and they will charge no fees for it.
Meanwhile, a new edition of the permit come out,with anti-fake labels and symbols of 'free charge'.

Nice tip. Thank you Ellen for sharing it. Since it is free why do they do anti-fake, won't it be easer just to cancel the need for permit? Anyway, a good alternative to the Tourist permit is the Business permit. It has many advantages. See more about it at www.modern-tibet.com

Hi Johan, I think it is just easier for them to copy one than taking the trouble to handle one in Tibet. Anyway, I think the free charge would stop some illegal activities since there is small profit for them.

As to cancel the permit, I think it is still not the time. The local government wants to protect the virgin land, and still the tourist facility of it is limited. By handling the permit, they will be informed with how many tourists are there and their infor., so when something happens, they can have direct contact with them.
